Is the self-driving think tank on its way?

As much as Washington would like to deny it, politics is downstream of technology. Social media, groupchats, and Substack have reshaped policy formation, decision-making, and coalition structure as surely as television, radio, and newspapers before them.

Artificial intelligence is no exception. It's an open secret in DC that these technologies are drafting legislation, writing speeches, and accelerating policy research. The end result seems to be clear: think tanking, and think tank competition, is about to enter a period of fierce change and experimentation.

This hackathon aims to bring together a group of technologists, researchers, and wonks to investigate this and related questions. Teams will push the very limits of what AI might be able to achieve in policy ideation, policy formation, and policy advocacy in a day-long session ending with a public demo.

Tim Hwang

Tim Hwang is general counsel and a senior fellow at the Foundation for American Innovation focused on emerging technologies and national security.

He is also a senior technology fellow at the Institute for Progress, where he runs Macroscience. Previously, Hwang served as the general counsel and VP of operations at Substack, as well as the global public policy lead for Google on artificial intelligence and machine learning. He is the author of Subprime Attention Crisis, a book about the structural vulnerabilities in the market for programmatic advertising.

Dubbed “The Busiest Man on the Internet” by Forbes, his current research focuses on global competition in artificial intelligence and the political economy of metascience. He holds a JD from Berkeley Law School and a BA from Harvard College.

Alec Stapp

Alec Stapp is the co-founder and co-CEO of IFP.

Previously, Alec was the director of technology policy at the Progressive Policy Institute, a research fellow at the International Center for Law and Economics, a technology policy fellow at the Niskanen Center, and a graduate research fellow at the Mercatus Center.

Alec's work has been published in the Washington Post, The Atlantic, MIT Technology Review, and Politico. He has also been cited in numerous publications including the Wall Street Journal, the Financial Times, and the New York Times. He received his master's degree in economics from George Mason University and a bachelor's degree from the University of Arizona.

Tim Fist is the Director of Emerging Technology Policy at IFP.

Tim is also an Adjunct Senior Fellow at the Center for a New American Security where he was previously a Fellow. Prior to CNAS, Tim was the Head of Strategy at Fathom Radiant, an AI hardware company, and a Senior Machine Learning Engineer at Eliiza, an AI software company. His writing has been featured in Foreign Policy and ChinaTalk, and his work has been cited in numerous outlets, including Wired, Reuters, Inside AI Policy, The Wire China, Breaking Defense, and the Wall Street Journal.

Soren Dayton

Soren Dayton is the director of the American Governance Policy team at the Foundation for American Innovation, where he leads work on strengthening American governing institutions.

He has spent two decades at the intersection of politics and policy, with a focus on institutional reform and legislative capacity. His work has been featured in outlets such as the Washington Post, New York Times, and National Review, and he has testified before Congress on ways to improve the effectiveness of government. Prior to FAI, he directed governance initiatives at the Niskanen Center and Protect Democracy. He also served as a legislative assistant to Rep. Nick Smith (R-MI), where he worked on foreign policy, science policy, and budget issues.

Soren has worked on a number of high-profile campaigns and political initiatives, including Senator John McCain's 2008 presidential campaign, and served as Executive Director of the Young Republican National Federation. In addition to his political work, he has advised advocacy groups, corporations, and public affairs firms on strategy and communications. He holds an AB in anthropology and mathematics from the University of Chicago. He was a 2023–2024 Democracy Fellow at the Center for Effective Government at the University of Chicago and a 2016–2017 Penn Kemble Fellow at the National Endowment for Democracy. Earlier in his career, he co-founded a software company and spent 18 months in India with his wife working for International Justice Mission to combat labor trafficking.

Sam Hammond

Samuel Hammond is director of Artificial Intelligence Policy and chief economist at the Foundation for American Innovation, where his research focuses on artificial intelligence and the institutional impact of emerging technologies.

He previously worked as the director of social policy for the Niskanen Center, where he remains a senior fellow; as an economist for the Government of Canada specializing in regional economic development; and as a graduate research fellow for the Mercatus Center at George Mason University.

Sam received a BA in economics from Saint Mary's University and an MA in economics from George Mason University and Carleton University.
